  1. Preheat oven to 375 degrees.
  2. Put the flour, 3 tablespoons sugar, baking powder, salt and baking soda in the blending bowl.
  3. Pulse-blend to combine, then pour into a large bowl.
  4. Add butter and mix with hands until small pebbles form.
  5. Form a well in the middle of the flour mixture and pour buttermilk into it.
  6. Add the remaining dry ingredients and stir, then add raisins.
  7. Add the mixture to the Multiportions until each portion is about 2/3 of the way full. Sprinkle remaining sugar on top.
  8. Bake 15 to 18 minutes, or until the tops are crispy brown and a toothpick inserted in the middle of a muffin comes out clean.
